Kelly Carey
Chair
Kelly Carey is the Director of Policy & Public Affairs for the Ohio Association of Community Health Centers (OACHC), which supports Ohio’s Federally Qualified Health Centers and FQHC Look-Alike networks. With nearly 20 years’ experience in and around state government, Kelly serves in the government affairs, public policy and external relations on behalf of OACHC. Kelly is a member of the Ohio Women in Government. Kelly is a proud alumna of The Ohio State University.
Javar Jackson, Sr., MPH, LSSBB
Vice Chair
Javar Jackson Sr., LSSBB serves as the Chief Operating Officer of Third Street Family Health Services, a tri-county, rural Federally Qualified Health Center in Ohio where he oversees the Health Center’s daily operations. He has supported the expansion of the Health Center by adding on-site pharmacy services, school-based health centers and mobile health. Prior to his work in the community health center space, Mr. Jackson served as a Director of Patient Safety and Clinical Operations for a standalone, physician owned rehabilitation hospital where he supported the development of the outpatient specialty clinic service line, addition of orthopedics surgical services and continuity of the inpatient service line. He held system and local infection prevention, patient safety and quality improvement roles supporting large complex acute care hospitals in the Metro Detroit and Lansing (MI) areas. He has also supported rehabilitation facilities as a Commission on Accredited Rehabilitation Facilities (CARF, International) Administrative surveyor and consultant. Mr. Jackson has a Master of Public Health with emphasis in epidemiology from Michigan State University. He is a certified Lean Six Sigma Black Belt. He is a member of Kappa Alpha Psi Fraternity, Inc., the American College of Health Care Executives, National Association of Health Services Executives, Medical Group Management Association, and the Healthcare Finance Management Association.
Julie DiRossi-King
Secretary
Julie DiRossi-King is the Chief Executive Officer for the Ohio Association of Community Health Centers (OACHC), which represents Ohio’s Federally Qualified Health Centers and FQHC Look-Alikes networks. Expanding her role into administrative areas including value-based care and emergency preparedness, she also supports the Association’s policy and advocacy divisions, ensuring access to high quality and affordable health care for all Ohioans through the growth and development of Ohio’s Community Health Centers. Julie is a member of the Legislative Committee for the National Association of Community Health Centers, and she also serves as the Chair of the Advocacy Subcommittee for Oral Health Ohio. Julie is a proud alumna of The Ohio State University.
Carrie Baker
Treasurer
Since January of 2017, Carrie has served as President and CEO of Health Impact Ohio (HIO). Under Carrie’s leadership, HIO improves the quality, delivery, and value of healthcare and the overall patient experience by bringing public and private providers, payers, purchasers, and consumers together to learn and share information around innovative best practices, the latest research and policies, and lessons learned for collective patient and provider impact. Carrie has been working in and around health and healthcare policy, quality improvement and management in Columbus and across Ohio for over 20 years. In her various positions, Carrie has focused on advocacy and quality improvement, mainly in health and healthcare. Carrie has worked closely with the Ohio General Assembly and various Ohio Administrations, as well as officials in the federal government, on issues such as payment reform, hospital reimbursement, chronic disease management and child health priorities. Her past work experience includes the Ohio Nurses Association, the Ohio Manufacturers’ Association, the Ohio Department of Job and Family Services, the Ohio Children’s Hospital Association and serving as the President of her own consulting group. She currently also serves on the Board of the Ohio Health Information Partnership (CliniSync). Carrie received her Bachelor of Arts from The Ohio State University.
Audrey Barker, MPA
Audrey Barker currently serves as the Manager, School-Based Wellness at Adena Health System in south central Ohio. In April 2019, Adena began a pilot initiative to deliver primary care health care to K-12 students for Jackson City Schools. From this pilot, Adena Health witnessed the struggles parents and guardians have getting children to primary care and how a school-based clinic addressed many of the barriers. The knowledge gained in this pilot was the foundation of their current school-based health programming for Adena Health. Audrey started with the program in December of 2021. Overseeing grant funds of $200,000 from American Rescue Plan Act and a one-time local government donation from Ross County Commissioners of $200,000. She worked to ensure wellness assessments were completed with school partners, and the purchase and implementation of a mobile unit to deliver primary care access and evidenced-based health and wellness programming to partner schools.
Audrey received a Bachelor of Arts in Healthcare Administration and a Master of Science in Public Administration, both from Ohio University. She is a firm believer that when children are healthy, supported, and cared for, they have potential to become the inspiring future of our communities. Having worked in non-profits, free health care clinics, and with care coordination, she will bring helpful support to OSBHA’s work around school health. She also celebrates her life at home with her husband of 18 years, Joe, daughter Cora, currently in nursing school, and son, Judah who is in 7th grade.
Heidi Welch
Heidi Welch is the Chief Operations Officer at Health Impact Ohio, a regional healthcare improvement collaborative, in whose mission she truly believes: “Optimal health outcomes for all people in every community.” As COO of Health Impact Ohio, Heidi manages the operations and communications of the organization. Most recently she has co-led the HIO's CDC funded "Community Health Workers for COVID Response and Resilient Communities," the organization's largest project to date. In partnership with her team, Heidi's main responsibility is coordinating equity and evidence-based trainings for over 250 Community Health Workers around the state over the course of a three year period. She also led HIO's effort to rebrand in early 2022, showcasing the organization's reach to statewide partnerships and impact. Heidi’s background includes work in healthcare policy and legislation at the state and national level. She started as an aide to the Chair of the Healthcare Access and Affordability Committee in the Ohio House of Representatives. From the public sector, Heidi transitioned to the private sector, where she served as the Vice President of Grassroots Strategies at Baker Nonprofit Management, where she had the pleasure of leading grassroots advocacy and communications efforts for the then called "Ohio School Based Healthcare Association." Heidi also serves on the Board of the Holy Trinity Lutheran Child Development Program in Upper Arlington, Ohio. Finally, Heidi enjoys contributing her creative gifts to serve her daughters' school by serving as the co-chair of the Spirit Wear committee of the Barrington Elementary PTO. Heidi has her Bachelor of Arts from The Ohio State University in political science with a minor in communication and history. She also received her secondary social studies teaching license from Ashland University.
Marilyn Crumpton, MD, MPH
Marilyn Crumpton, MD, MPH, has served as the Growing Well volunteer medical director since 2015. Growing Well is a school health collaborative that works with community partners to increase health and wellness services as part of the Community Learning Centers for Cincinnati Public Schools and for other districts in the Southwest Ohio region. She served as the founding director for Growing Well from 2006-2015. Dr. Crumpton served as medical director for the Division of School & Adolescent Health at Cincinnati Health Department, including medical consultant for Cincinnati Public Schools from 2008-2019 and as Interim Health Commissioner for the City of Cincinnati from 2016-2018. Dr. Crumpton received her undergraduate degree at Birmingham Southern College, her medical degree from the University of Alabama in Birmingham School of Medicine and a Master of Public Health from the Johns Hopkins Bloomberg School of Public Health. She completed her internship and residency program in pediatrics at the University of Alabama in Birmingham. Dr. Crumpton is certified by the American Board of Pediatrics. She is also Past President of the Alabama Public Health Association.
Jennifer Dodd, PhD, MJ, MEd
Dr. Jennifer Dodd serves as the Assistant Superintendent of the Educational Service Center of Northeast Ohio (ESCNEO), one of the largest of Ohio’s 51 regional service agencies. With responsibility for a $180 million budget, 150 central office staff, and 2,500 field employees, Dr. Dodd supports 47 aligned school districts and 200,000 students while helping extend ESCNEO’s services statewide. She works to ensure that the organization operates effectively and strategically across its departments, which focus on areas such as teaching, wellness, early childhood, and workforce development. Dr. Dodd values her role in building partnerships with local social service agencies and state committees, fostering collaboration to address prevention strategies that help reduce youth and family crises and system involvement.
With a Bachelor of Science in Psychology and a Master of Education in Early Childhood Special Education, Dr. Dodd has always been drawn to serving vulnerable children, particularly those impacted by inequities, trauma, or adverse experiences. She is a firm believer that meeting the non-academic and wellness needs of all students, as early as possible, is critical to mitigating risk and improving outcomes for youth. Her academic pursuits reflect her passion for systemic solutions: her Ph.D. dissertation examined collaboration between child welfare and early education, and her Master of Jurisprudence in Child Law and Policy included a capstone project on early intervention eligibility for abused and neglected infants and toddlers. Dr. Dodd views her work as an opportunity to make a meaningful difference for children and families, with a focus on creating connections and programs that help them thrive.
Mary Francis, MA, LSW, LICDC
Mary Francis is an independent consultant with more than 30 years of experience working with nonprofits, with an emphasis on school-based health centers and rural partnerships to improve health. Mary formerly served as the Senior Program Officer at Interact for Health, where she managed a portfolio of grantee and community engagement projects to support health in the community. From 2014-2020, Mary managed Interact for Health’s Thriving Communities initiative and from 2002 to 2014, she served as director of the ASAP Center, which supported grassroots community-led prevention. Previously, Mary directed the prevention department of the Addiction Services Council and Glad House. She was also an Adjunct Faculty Member at the University of Cincinnati Teacher's College for 15 years and also worked with Wright State University’s SARDI program, writing and teaching about curriculum adaptations for people with disabilities. Mary has an Associate of Applied Science in Human Service from Edison State College, a Bachelor of Arts in Social Work from the Union Institute and a Master of Arts in Adult Education and Distance Learning from the University of Phoenix. She is a licensed social worker, a licensed independent chemical dependency counselor with clinical supervision endorsement and a certified prevention consultant. Mary also serves on the board of the Children’s Oral Health Network, the Appalachian Funders Network, and the Ohio Mental Health Addiction Services Strategic Prevention Framework Rx advisory committee.
Angie Hartman, MPH
Angie Hartman is the Chief Operating Officer and Sr. Director of School Based Health & Vision Services at The HealthCare Connection – a federally qualified health center that provides comprehensive and affordable care to underserved communities. At The HealthCare Connection, Angie leads and oversees all aspects of the growing school health program and team, ensuring access to high-quality school-based health care for students, staff, and communities. Previously, she served as the principal and owner of Social Impact Consulting, where she was a consultant to nonprofit organizations and agencies in strategic operational planning, program development and process improvement. In this capacity, she helped launch and further develop more than 30 vision and wellness centers, including more than 15 school-based health and vision centers for the Cincinnati Health Department. She has partnered with many Federally Qualified Health Centers, schools, and community organizations to provide access to eyecare services. Prior to her work as a consultant, Angie served as a senior leader with OneSight, a global vision care foundation, for more than 15 years, managing both global resources and North American operations. She led OneSight’s extensive, national vision van programs, launched OneSight’s first full manufacturing lab and led strategic planning, development, and program execution of sustainable vision care initiatives in North America. Her work in sustainable initiatives led to the first sustainable school-based vision center in the United States at Oyler School in Cincinnati. Angie’s passion for creating access to care, developing partnerships, and high-functioning teams, have helped her achieve outstanding results for her clients and, most importantly, those in need of the care they provide. Angie is on the Board of Directors for the Ohio Optometric Foundation, a member of the Ohio School Based Health Alliance and a member of the national organization. She has a master’s degree in public health with a certificate in healthcare management to complement her years of experience.
Mona Mansour, MD, MS, FAAP
Dr. Mona Mansour is a Professor of Pediatrics at Cincinnati Children’s Hospital Medical Center, University of Cincinnati College of Medicine, Department of Pediatrics. She is the Associate Director of Population Health in the Division of General and Community Pediatrics, the Medical Director of the School Based Health Centers, and the Medical Director for the newly launched Population Health School Program-Coordinated School Strategy. She has long-standing interest in improving the health of children, especially children from underserved backgrounds. She has supported the design/re-design of health care delivery systems to improve outcomes for individual children as well as populations of children. She has led multiple quality improvement initiatives within primary care settings including primary care clinics and school-based health centers (SBHC). She was a founding member of Growing Well Cincinnati - an entity focused on optimal health for optimal learning within the greater Cincinnati Area.
As the former Director of Primary Care, she led the Primary Care practices at CCHMC through a significant care re-design process aimed at reliably delivering a bundle of preventative care services, improving ill care access, and implementing a care management model for children with medical and social complexity. She co-led the CCHMC Community Health Strategic Improvement Priority Initiative for asthma which demonstrated significant reductions in asthma-related admissions and ED visits for Medicaid insured children with asthma. She co-led a Thrive by 5 collaborative, a practice-based improvement network that included 10 practice sites from CCHMC, the local health department, and the University of Cincinnati Medicine/Pediatrics clinics focused on reducing preventive service care gaps. This collaborative was transitioned into the Pediatric Improvement Network for Quality (PINQ), a learning network, to more fully leverage CCHMC population health resources to drive improved preventive and mental health care outcomes. She led institutional work related to a value-based payment reform initiative from the Ohio Department of Medicaid that incentivizes practices that function as patient centered medical homes, while meeting quality and efficiency metrics, and reducing total cost of care. She also served as the Medical Director for Community Engagement for HealthVine, CHMC’s Pediatric Accountable Care Organization supporting network development and implementation.
Marianella Napolitano, MBA, RN
Originally from Ecuador, Marianella relocated to the United States to pursue undergraduate degrees in Information Management System and Nursing. She later decided to further her education by obtaining an MBA in healthcare administration. With over 15 years of progressive leadership experience in the healthcare industry, Marianella has primarily focused on supporting providers serving vulnerable populations and implementing population health strategies. Her expertise includes driving initiatives such as PCMH concepts, Meaningful Use adoption, EMR Optimization, behavioral health integration, value based arrangements and population health management strategies. Marianella joined UnitedHealthcare in 2020 as the Regional Director of Clinical Transformation. Prior, she served as the Chief of Healthcare Programs at The Centers & Circle Health Services in Cleveland, where she successfully led the strategic integration of a community mental health agency and a federally qualified health center. Currently, as the Director of Population Health, Marianella is responsible for developing and executing the population health management program for UnitedHealthcare Community Plan of Ohio. Her role encompasses strategy formulation, implementation, and program evaluation for the Medicaid & dual population. Outside of work, Marianella and her husband share a passion for travel and discovering new cultures. She is multilingual, fluent in Spanish, Italian, and English. In her leisure time, she enjoys cooking, running and practicing yoga.
Anna Novais, DDM
Dr. Anna Novais is the Dental Director with the Cincinnati Health Department where she also provides comprehensive oral care to patients at school-based and community health centers. At the Cincinnati Health Department, Dr. Novais oversees the operations of 11 dental centers, 6 in community health centers and 5 in school-based centers. Dr. Novais' QI experience includes participation in the first NNOHA Teledentistry collaborative and as a project leader in the Cincinnati Children's Hospital ImpactU work to increase fluoride varnish application in school-age children. She has also led the DentaQuest COrHT Initiative to promote minimally invasive and preventive-focused treatment. Dr. Novais also serves as a cohort advisor in the NNOHA Oral Health Leadership Institute.
Joseph Spiccia, MEd
Joe Spiccia has 46 years of experience in education. Currently, he is superintendent of the Wickliffe City School District. Prior to his Wickliffe experience, Joe was the superintendent in the Buckeye Local School District, the Mentor High School principal, the Hudson High School principal, an assistant high school principal, a teacher, and a coach. Joe's overriding mission is to create an environment in which students, staff, colleagues, and the community he serves can be successful and thriving.
Francie Wolgin, MSN, RN
Francie Wolgin became the Executive Director for Growing Well in 2015, an organization that supported school-based health centers in the Tri-State Ohio, Indiana, and Kentucky region. Growing Well received the Florence Nightingale Team Excellence award in 2019. Francie is responsible for the nurturing of new school-based health centers and consults on the sustainability of existing centers. In 2021, she retired after 20 years as Senior Program Officer for Interact for Health focused on grantmaking to plan and implement creative new SBHC sites and supporting initiatives to improve other aspects of community health. Francie acts as a catalyst and convener to support primary care, vision, and dental services for students. In 2012, Francie was recognized as one of LOTH’s 100 Minds Thought Leaders in the Greater Cincinnati region. She graduated from Leadership Ohio in 2001. She was named the 1999 Distinguished Alumni of the University of Cincinnati, College of Nursing, where she earned her BSN and Master’s degrees. In 1998, Francie received the Belinda Puetz Award from the National Nursing Staff Development Organization. Francie has held adjunct faculty appointments at the University of Cincinnati, Northern Kentucky University, Duke University, and the University of Michigan. Francie currently also serves as VP of the University of Cincinnati’s College of Nursing Alumni Council, the Children’s Oral Health Network Board, and the Interact for Change Health Scholarship Committee.
